2025 CIAT Declaración de Posición | 2025 IATTC Position Statement (Spanish)

La ISSF preparó esta declaración de posición en junio de 2025 para su consideración en el 103º período de sesiones de la Comisión Interamericana del Atún Tropical (CIAT), que tendrá lugar del 1-5 de septiembre de 2025, en la Ciudad de Panamá, Panamá. La declaración cubre temas en estas categorías: procesos de cumplimiento; conservación del stock de atún; ordenación de los PCP; seguimiento, reportes y cobertura con des observadores electrónicos; estrategias de captura; mitigación de la captura incidental y protección de los tiburones; regulación de transbordo; sistemas de seguimiento de barcos y medidas portuarias estatales; y capacidad.

2025 IATTC Position Statement

ISSF prepared this position statement in June 2025 for consideration at the 103rd meeting of the Inter-American Tropical Tuna Commission (IATTC), which will take place September 1-5, 2025, in Panama City, Panama. The statement covers topics in these categories: compliance processes, tuna stock conservation, FAD management, electronic monitoring and reporting, observer coverage, harvest strategies, bycatch mitigation and shark protections, transshipment regulation, vessel monitoring systems, port state measures, and capacity.

RFMO Best Practice Performance

This table, updated in May 2025, shows which Regional Fishery Management Organization(s) (RFMOs) are leaders — that is, following best practices in fishery management — in several categories: IUU Vessel List, Authorized Vessel Record, Compliance Assessment Process, EM and 100% Observer Coverage, Supply & Tender Vessels, VMS, Transshipment, and FAD Management.

Number of Tuna Transshipments by Year (2014-2023)

The four tropical-tuna RFMOs — the Inter-American Tropical Tuna Commission (IATTC), International Commission for the Conservation of Atlantic  Tunas (ICCAT), Indian Ocean Tuna Commission (IOTC), and Western and Central Pacific Fisheries Commission (WCPFC) —  prohibit purse seiners, and other vessels under certain conditions, from transshipping at sea. But at-sea transshipment overall has increased in recent years.

ISSF has benchmarked the transshipment measures established by the four tropical-tuna RFMOs — the Inter-American Tropical Tuna Commission (IATTC), International Commission for the Conservation of Atlantic  Tunas (ICCAT), Indian Ocean Tuna Commission (IOTC), and Western and Central Pacific Fisheries Commission (WCPFC) —  to 10 best-practice recommendations.
